In 1728, there were many dogs in Boston. In the marketplace area, they jumped up at the hanging meat and snipped at the live animals waiting to be butchered. The butchers got an under 10 inches law passed.

It was not faithfully enforced!

Looney disliked being snipped at. The dogs were a nuisance!
